Abstract

ntroduction Record management is an essential administrative activity in all levels of government, especially at the local government level where routine decisions, citizen services and public accountability depend on accurate and timely information. Good records provide evidence of actions, support decision-making, preserve institutional memory and facilitate transparency in public service delivery. Ineffective record keeping often leads to misplaced documents, delays in service, weak accountability, and poor policy implementation. In the context of Obudu Local Government, this study focuses on how records are created, stored, classified, retrieved, and disposed of, and how these registry procedures affect administrative efficiency from 2016 to 2022. 2. Conceptual Framework 2.1 What Is Records Management? Records management refers to the systematic control of records throughout their lifecycle—from creation and use to storage and final disposal. It embraces policies, procedures, tools, and personnel that ensure information is reliable, accessible, and secure. International guidelines such as ISO 15489 define best practices for records management, emphasizing documentation control, metadata, retention schedules, and regular review of policies. 2.2 Records Lifecycle and Registry Procedures Records move through distinct stages: Creation/Receipt: Capturing relevant information when produced or received. Classification: Organizing records using consistent schemes (e.g., numerical or categorical). Storage: Keeping records in physical or digital formats. Retrieval: Finding and using records when needed. Retention and Disposal: Maintaining records for required legal or operational periods, then securely disposing of them. Effective registry procedures demand standardized filing systems, access policies, and staff training to handle these stages efficiently. 3. Importance of Effective Records Management in Local Government Records management plays a pivotal role in public administration. Its benefits include: Improved Service Delivery: Efficient retrieval of records speeds up responses to citizen requests and internal decision-making. Accountability and Transparency: Proper documentation supports audit trails and accountability in public spending and service provision. Compliance with Policies and Laws: Adhering to standards (like ISO 15489) and statutory retention rules helps local governments avoid legal risk. Operational Efficiency: Minimized time spent searching for files and reduced duplication of work enhances administrative productivity. 4. Registry Procedures in Practice 4.1 Traditional vs Digital Systems In many Nigerian local governments, records are still maintained manually in registries, stored in paper filing cabinets and shelves. This often creates challenges such as lost files, congestion of records, and slow retrieval. Studies of other local governments in Nigeria show that paper-based systems predominate and are associated with chaotic registry environments when policies and resources are weak. Digital or electronic records management — using computers, databases, or electronic document systems — has been shown to improve turnaround times for document processing and retrieval. For example, electronic systems in educational institutions significantly reduced delays and improved dissemination of information. 4.2 Registry Staff and Training Registry personnel play a central role in ensuring records are correctly classified, stored, and accessible. Low levels of training or inadequate guidance on records procedures often lead to poor organization, misplaced information, and reduced job performance. Research in Nigerian local councils highlighted the need for training and clear policies. 5. Challenges in Records Management Studies on local government and public sector records management reveal recurring challenges: Lack of Formal Policies and Procedures: Many local government authorities do not have codified records management policies or retention schedules, leading to inconsistent practices and inefficiencies. Insufficient Resources: Poor storage infrastructure, limited funding and lack of space impede proper record keeping. Inadequate Training: Registry staff often lack formal training in records management principles, limiting their ability to handle records effectively. Resistance to Technology: While ICT-based systems offer advantages for accessibility and data integrity, many local government offices remain paper-driven due to cost, power instability, and skills gaps. 6. Research Methodology (Example) For a case study like this, a descriptive survey design is appropriate. Data can be collected using questionnaires and interviews with registry staff, council officials, and records users in Obudu Local Government. Simple random or purposive sampling methods ensure representative data from personnel handling records between 2016 and 2022. Analysis can use descriptive statistics to understand records management practices and their effectiveness. 7. Conclusion Records management and effective registry procedures are foundational to efficient local government administration. In Obudu Local Government, improvements in record creation, storage, retrieval, and disposal will likely lead to faster service delivery, increased transparency, and better decision-making. Key steps include establishing coherent policies, investing in digital record systems, and training registry personnel.
