Abstract

ABSTRACT This study investigates the relationship between state and local governments and its effect on rural development, with a particular focus on Bende Local Government Area in Abia State, Nigeria. The research was motivated by persistent underdevelopment in rural areas despite the existence of local government structures designed to promote grassroots development. Using a combination of qualitative and quantitative research methods, data were collected through questionnaires, interviews, and secondary sources. The study reveals that excessive state government interference, lack of financial autonomy, and weak administrative capacity significantly hinder effective rural development at the local government level. Findings show that local governments are often unable to independently initiate and execute development projects due to state control over resources and decision-making processes. Consequently, basic amenities such as roads, healthcare, and education remain underdeveloped in rural communities. The study concludes that improving state-local government relations through enhanced autonomy, transparency, and accountability is essential for sustainable rural development. Recommendations include constitutional reforms, fiscal decentralization, and strengthening institutional frameworks.
