Abstract

The construction industry in Nigeria faces significant challenges in complying with health and safety measures, despite the enactment of the Occupational Health and Safety Act (OSHA) in 2007. This study examines the factors affecting the implementation of occupational health and safety measures in the Nigerian construction industry. With the Act extending its scope to all workplaces, it mandates employers and employees to adhere to stringent safety protocols to mitigate risks and safeguard well-being. However, accidents continue to occur, particularly in construction sites, resulting in severe consequences for workers and their families. and economic losses for businesses The study employs a descriptive survey design targeting 307 construction firms in Mombasa County, with a sample size of 153 subjects: Stratified sampling ensures representation across different categories of construction companies. Data collection reveals that while 57.61% of respondents claim to maintain health and safety policies, a significant knowledge gap exists regarding the principles of effective health and safety management systems Only 39.6% are familiar with organizing safety roles and responsibilities, with lower familiarity in other critical areas. The study's objectives include assessing the impact of health and safety management systems, training and induction, cost of risk control measures, and client influence on the implementation of safety measures. Findings indicate a lack of comprehensive health and safety systems among contractors. leading to frequent accidents, particularly affecting unskilled laborers. The study underscores the importance of training, induction, and developing a safety culture through collaborative efforts among stakeholders. Recommendations include national sensitization programs, mandatory ISO certifications, stringent contract documentation, and enhanced government enforcement of OSHA provisions Strengthening institutional frameworks and ratifying relevant ILO conventions are also advocated to improve health and safety standards in Nigeria's construction industry.
