STUDY OF FACTORS THAT CONTRIBUTES TO INEFFICIENCY OF CONFIDENTIAL SECRETARIES IN THE PUBLIC SECTOR (A CASE STUDY OF MINISTRY OF FINANCE AND MINISTRY OF RURAL DEVELOPMENT IN BAUCHI ABUBAKAR SECRETARIAT)
Abstract
This study investigates the factors that contribute to the inefficiency of confidential secretaries in the public sector, using the Ministry of Finance and Rural Development as the case study. The research adopted a descriptive survey design to obtain relevant data from respondents within the organization. The area of the study covered the Ministry of Finance and Rural Development headquarters. The population of the study consisted of 50 confidential secretaries working within the ministry. The major instrument for data collection was a structured questionnaire designed by the researcher. To ensure the validity of the instrument, it was reviewed and validated by two lecturers in the Department of Office Technology and Management. The method of data collection involved the personal administration of the questionnaires to the respondents and retrieval after completion. The collected data were analyzed using mean scores to determine the level of agreement among respondents. The findings revealed that inadequate training, lack of modern office equipment, poor motivation, and insufficient supervision are the major factors contributing to inefficiency among confidential secretaries. The study recommends regular training, provision of adequate office facilities, and improved working conditions to enhance their performance and productivity in the public sector.
