Abstract

This study examines the Impact of Human Resource Planning on the Development of the Borno State Ministry of Health. Effective human resource planning is essential for ensuring that the health sector has the right number of qualified personnel, appropriately deployed to deliver quality services. The study investigates how manpower forecasting, staff recruitment, training, and deployment influence service delivery and institutional performance within the Ministry. Using a descriptive research design, data were collected from staff across key departments to assess the extent to which HR planning contributes to improved healthcare outcomes, administrative efficiency, and developmental goals. Findings reveal that adequate human resource planning significantly enhances organizational effectiveness by reducing skill gaps, improving staff motivation, and strengthening operational capacity. The study concludes that strategic HR planning is crucial to the Ministry's development and recommends sustained investment in workforce planning, capacity building, and evidence- based staffing decisions to achieve long-term health sector development in Borno State.
