Abstract

INFLUENCE OF EARLY ESTIMATING PRACTICE ON PROFESSIONAL PERFORMANCE OF PUBLIC PROCUREMENT PROJECT: A CASE STUDY OF USHONGO LOCAL GOVT. AREA OF BENUE STATE.Abstract Accurate cost estimation at the early stage of project planning plays a critical role in the successful execution of public procurement projects. This study examined the influence of early estimating practice on professional performance in public procurement projects within Ushongo Local Government Area of Benue State. The study adopted a descriptive survey research design using both primary and secondary data sources obtained from procurement officers, project managers, engineers, and quantity surveyors involved in public projects. Findings revealed that early cost estimating enhances project planning accuracy, reduces cost overruns, improves resource allocation, and strengthens professional accountability in procurement processes. The study further established that inadequate preliminary estimation contributes to project delays, abandoned projects, and financial mismanagement. The study concludes that effective early estimating practices significantly improve professional performance and project delivery outcomes in public procurement. Recommendations include adoption of standardized estimation procedures, professional capacity development, and improved monitoring mechanisms.
