THE AUTONOMY, ACCOUNTABILITY AND IMPACT OF LOCAL GOVERNMENT SERVICE REFORM
Abstract
ABSTRACT
The study examines the autonomy, accountability, and impact of Local Government (LG) service reform in Bama, Borno State. While Nigeria's federal system envisions autonomy for every level of government, LGs often face state government dominance, leading to poor infrastructure and quality service delivery. Using a qualitative approach and systems theory, the paper explores the implications of political, administrative, and fiscal autonomy. The study concludes that low service delivery is linked to a lack of autonomy and recommends granting LGs full independence to enhance efficiency at the grassroots level.
