IMPACT OF EFFECTIVE PUBLIC SECTOR ACCOUNTING ON PUBLIC FUND MANAGEMENT IN NIGERIA (A STUDY OF ABA NORTH L.G.A COUNCIL)
Abstract
ABSTRACT
Public sector accounting plays a critical role in ensuring transparency, accountability, and effective management of public funds. In developing economies such as Nigeria, the need for efficient financial management within government institutions has become increasingly important due to rising concerns about corruption, mismanagement, and lack of accountability in the public sector.
This research investigates the impact of effective public sector accounting on the management of public funds in Nigeria, with specific reference to Aba North Local Government Area Council. The study examines the extent to which accounting procedures, internal controls, financial reporting standards, and auditing mechanisms influence the proper utilization and management of government funds.
The research adopts a descriptive survey design, utilizing both primary and secondary sources of data. Primary data were obtained through structured questionnaires administered to staff members within the finance and administrative departments of the local government council, while secondary data were gathered from textbooks, academic journals, government reports, and official publications related to public sector accounting.
Findings from the study reveal that effective accounting systems significantly improve transparency in financial transactions, enhance accountability among public officials, and reduce the likelihood of fund mismanagement. The study also identifies several challenges affecting effective public sector accounting, including inadequate professional training, weak internal control systems, political interference, and poor enforcement of financial regulations.
The research concludes that strengthening public sector accounting practices is essential for improving public financial management in Nigeria. The study therefore recommends enhanced training for accounting personnel, stricter enforcement of financial regulations, adoption of modern accounting technologies, and increased oversight mechanisms to ensure proper utilization of public resources.
