Abstract

This study presents the design and implementation of an Online Campus Emergency Response System (OCERS) for Borno State University (BOSU) to enhance emergency communication, coordination, and response efficiency within the university environment. An analysis of the existing system revealed that emergency management processes were largely manual, fragmented, and lacked centralized reporting, real-time coordination, and integrated notification mechanisms, resulting in delayed response and reduced situational awareness during crises. To address these limitations, a web-based client-server system was developed incorporating structured incident reporting, automated alert generation, multi-channel notification delivery, role-based authentication, and centralized database management. The system integrates geospatial visualization powered by Mapbox to provide real-time location tracking and evacuation guidance. Technologies employed include HTML, CSS, JavaScript, Node.js, and AWS DynamoDB to ensure scalability, reliability, and security. The system was evaluated through unit testing, integration testing, and user acceptance testing, with results indicating improved communication speed, efficient resource allocation, reliable alert dissemination, and enhanced administrative monitoring. The findings demonstrate that an integrated, automated emergency response platform significantly reduces response time and strengthens crisis management effectiveness, offering a scalable and context-specific safety solution adaptable to other higher institutions.
