Abstract

This study examines the impact of local government policies on environmental sustainability in Toro Local Government Area (LGA) of Bauchi State, Nigeria. Adopting a descriptive and cross-sectional research design, the study utilized a semi structured questionnaire distributed to 70 LGA staff and members, yielding 62 valid responses—an 88% response rate. The questionnaire instrument was designed to assess respondents’ awareness of environmental policies, their perceptions of policy relevance and effectiveness, and the challenges encountered during policy implementation. Data were analyzed using both descriptive and inferential statistical techniques, which provided insights into the socio-demographic profile of the respondents and the prevailing perceptions regarding environmental governance in Toro LGA. Findings of the study reveal that while local government policies are generally recognized for their potential to enhance environmental sustainability, the overall effectiveness of these policies remains moderate. Key areas such as waste management, deforestation control, and climate change mitigation received average ratings, indicating significant implementation gaps. Moreover, bureaucratic inefficiencies and corruption were identified as major impediments to effective policy execution, underscoring the critical need for structural and administrative reforms. Based on these insights, the study recommends that there should be increase’s funding, enhancing capacity-building programs, streamlining administrative processes, and implementing robust monitoring and evaluation systems. This research contributes to the broader discourse on environmental governance by providing localized empirical evidence and offering practical policy recommendations that can facilitate sustainable environmental management in Toro LGA and similar contexts. Future research should consider longitudinal and comparative studies to further validate these findings and explore additional factors influencing policy effectiveness.
