Abstract

This study focuses on the development of a Manual of Operation and Risk Management for the MV Blue Ocean Seaweed Harvester, ensuring safe and efficient harvesting operations. The need for this manual arose from the transformation of the Blue Ocean from a passenger vessel to a seaweed harvester, requiring comprehensive operational guidelines and risk management strategies to meet international safety standards. The methodology involved evaluating various methods for manual preparation, including the Modular, Descriptive, Schematic, and Checklist methods. These were selected for their effectiveness in organizing complex operational procedures and ensuring user-friendly navigation. The manual was prepared in distinct sections covering Start-Up and Stop Procedures, Operating Instructions, Maintenance and Troubleshooting, and Safety Precautions. Additionally, Failure Mode and Effects Analysis (FMEA) and Hazard and Operability Study (HAZOP) were used for risk assessment, considering all systems including the Paddle Propulsion, Recovery, Power, and Control systems. The results provide a comprehensive operational guide that enhances the safety and efficiency of the seaweed harvester. It includes detailed system explanations, operational procedures, and risk mitigation strategies compliant with international safety standards. The findings also highlight the importance of a structured manual to minimize hazards and operational disruptions. In conclusion, the developed manual ensures safe and effective operation of the MV Blue Ocean Seaweed Harvester, promoting sustainability and productivity in seaweed harvesting. The integration of risk management with international safety compliance guarantees reliability and operational safety, making it a valuable resource for operators and maintenance personnel.
