THE EFFECT OF CORPORATE GOVERNANCE ON MANAGEMENT OF AN ORGANIZATION (A CASE STUDY OF NATIONAL CEREAL RESEARCH INSTITUTE, BADEGGI)

ABSTRACT This study is the role of public private partnership in housing delivery and maintenance (A Case Study of Talba Housing Estate in Minna, Niger State). Specifically, the study seeks to identify the problems of housing delivery in the study area; to examine the contribution of private sector in house delivery in the study area; to examine the contribution of public sector in housing delivery in the study area. . Both primary and secondary data were employed for the study. A combination of stratified, systematic and purposive sampling techniques were adopted for the investigation. The research adopted survey designs which allow the gathering of relevant information using questionnaires and observations. The data gathered were presented and analyzed using descriptive statistics. The study revealed that the problems of housing delivery in the study area from the perspectives of the private sector are in the following order: Poor Governance, Inaccessibility to Land , High cost of Building Materials, Hindrances Posed by government policies, regulations and bye-laws, Inflation during the life of a project, High Cost of Labour, Inaccessibility to Housing Finance, Delay in payment of contractor’s money, Poor Infrastructural Provision, Cumbersome regulatory approval process, Inadequacy of housing information system, Failure on the part of government in payment of compensation to dispossessed land owners and Inadequate or Poor National Policy while the problems of housing delivery in the study area from the perspectives of the public sector are in the following order: Inadequate Knowledge of development and use of local material, Poor Quality of Materials, Incompetent private sector, the private company did not follow the specifications as provided in the design, Economic recession and Poor design. To enhance accountability and effectiveness, the Niger State government should establish a dedicated unit tasked with monitoring and evaluating the performance of both public and private partners involved in housing projects. Regular assessments will facilitate the early identification of challenges or deviations from agreed-upon terms, enabling timely interventions and corrective actions amongst others were suggested as major recommendations.
