Abstract

This research critically examines the role of local government in grassroots development in Nigeria, using Isoko North Local Government Area in Delta State as a case study. The local government system in Nigeria was created to bring governance closer to the people and to stimulate development at the grassroots level. However, despite constitutional provisions and various reforms aimed at strengthening this tier of government, the expected impact on rural and community development remains limited. This study explores how local government functions, the extent of its effectiveness in promoting development, and the challenges it faces in actualizing its mandate. The study adopts a mixed-method approach, combining both qualitative and quantitative data collection methods. Secondary data were sourced from government reports, academic journals, and previous studies related to local government administration and rural development in Nigeria. Findings reveal that while Isoko North Local Government has implemented several development initiatives in areas such as primary education, rural health care, and local infrastructure, these efforts are hampered by systemic challenges. Key among these are inadequate funding, poor accountability, excessive political interference, and lack of administrative autonomy. Many residents expressed dissatisfaction with the pace of development and cited poor service delivery, especially in remote communities. The study also identifies cases where community engagement and participatory governance have led to more successful project implementation, suggesting that local inclusion plays a crucial role in driving effective development. The findings of this research highlight that for local governments like Isoko North to play a meaningful role in grassroots development, significant reforms must be undertaken. These reforms should include greater fiscal autonomy, comprehensive capacity-building initiatives for local government officials, and the establishment of strong institutional structures that ensure transparency and encourage inclusive community involvement. The study advocates for a revision of existing fiscal relationships between government tiers, the legislative empowerment of local councils, and the implementation of governance practices that genuinely address the needs and interests of local residents. In essence, repositioning the local government framework as a central mechanism for achieving sustainable rural development in Nigeria is both urgent and essential. KEY WORDS: Local Government, Grassroot Development, Sustainable Development.
