Abstract

ABSTRACT This research critically investigates the implementation of the UNESCO Comprehensive Sexuality Education (CSE) framework and its implications within the Nigerian legal and cultural context. It explores the hypothesis that the CSE programme, although designed to promote sexual health and rights globally, contradicts several provisions of Nigerian law, including the Child Rights Act, Criminal Code, and the Same-Sex Marriage (Prohibition) Act. Utilizing a qualitative content analysis method and guided by Finnemore and Sikkink’s International Norm Life Cycle Theory, the study analyzes the normative assumptions embedded in the CSE modules and how they clash with Nigeria’s moral and legal standards—especially concerning child protection, age of consent, sexual orientation, and parental rights. Findings reveal that while CSE aims to promote well-being and inclusiveness, its promotion of early sexual autonomy, non-penetrative sexual experimentation, and gender diversity education for minors may inadvertently sexualize children and undermine national sovereignty and parental authority. The study recommends a culturally adaptive approach to sexuality education that aligns with Nigeria’s legal framework and societal values, while still respecting international human rights principles.
