Abstract

Abstract This study assessed the contributions of the State Emergency Management Agency (SEMA) in the management of Internally Displaced Persons (IDPs) in Maiduguri, Borno State. The insurgency activities of the Boko Haram group have resulted in widespread displacement of people across the northeastern region of Nigeria, particularly in Borno State. The crisis has led to the establishment of several IDP camps in Maiduguri where displaced persons seek refuge and humanitarian assistance. Despite the efforts of government agencies, humanitarian organizations, and other stakeholders, the management of these camps continues to face numerous challenges including inadequate accommodation, insufficient health services, and limited resources. The study examined the strategies adopted by SEMA in providing accommodation for displaced persons, assessed the techniques used in meeting the health needs of IDPs, and identified the challenges faced by the agency in administering selected camps. The research focused on selected camps in Maiduguri such as Bakassi Camp, Farm Center Camp, and Dalori Camp within the period of 2013–2017. Data for the study were obtained through relevant literature, reports from humanitarian organizations, and institutional records. Findings from the study revealed that SEMA has played a significant role in coordinating relief efforts, providing shelter, distributing relief materials, and collaborating with national and international humanitarian agencies. However, the agency faces challenges such as inadequate funding, overcrowding in camps, insufficient medical facilities, and logistical constraints. The study therefore recommends improved funding, better coordination among humanitarian actors, and strengthened institutional capacity to enhance the effective management of IDPs in Maiduguri.
