A SECURE ELECTRONIC VOTING SYSTEM FOR DEVELOPING COUNTRIES
Abstract
Electronic voting has emerged as a significant alternative to conventional voting methods with testimonials of its implementation showing various degrees of success in some countries of the western world. Lately, many developing countries are also looking at its prospects as a replacement or supplement for traditional paper balloting which is, the principal voting method in most of these countries. However, in developing ICT based solutions for developing countries, there is a dire need to consider contextual ICT infrastructural challenges of these countries.
In this project, an electronic voting system that is adaptable to any developing country is proposed. Quantitative data was collected from respondents through a questionnaire about a desired system that would solve remote-inaccessible regions particularly in developing countries which are mostly characterized by low information and communications technologies resources. The system was developed basing on the derived system requirements and using the Microsoft .NET Framework using Visual Studio .NET and MS SQL Server 2014 as the relational database management system (RDBMS). Interface pages for the system clients (for example, voter) were achieved through HTML for data interchange over the secure web. A 128-bit encryption algorithm was implemented to ensure end-to-end votes security.
The results from the system indicated that final votes are tallied and results to a large extend cannot be disputed. Furthermore, only authorized systems users can use the system as per roles. The system can be a stimulant for further development and research especially those interested in the subject.
