Abstract

ABSTRACT This study critically examines the role of town planning in achieving rural development in Oyigbo Local Government Area of Rivers State, Nigeria. Rural areas in Nigeria have long struggled with underdevelopment, poor infrastructure, and weak planning systems. This research investigates how structured town planning practices can transform these challenges into sustainable growth opportunities. Using a combination of primary and secondary data, including questionnaires, interviews, and field observations, the study evaluates the effectiveness of planning policies, land use control, and infrastructural development in Oyigbo. Findings reveal that while town planning frameworks exist, their implementation remains inconsistent due to limited funding, political interference, and lack of awareness among residents. The study concludes that effective town planning is a critical driver of rural transformation, influencing economic growth, environmental sustainability, and social wellbeing. It recommends stronger policy enforcement, community participation, and improved institutional capacity to maximize planning outcomes.
