Abstract

ABSTRACT This study critically evaluates the effect of e-governance on service delivery in the National Identity Management Commission (NIMC), focusing on Aba North and Aba South Local Government Areas of Abia State. The increasing adoption of digital governance systems in Nigeria has positioned institutions like NIMC at the forefront of identity management reforms, yet service delivery outcomes remain inconsistent. The research adopts a survey-based methodology, utilizing structured questionnaires distributed to staff and service users within the selected areas. Data collected were analyzed using descriptive and inferential statistical tools to determine the relationship between e-governance implementation and service efficiency, accessibility, transparency, and user satisfaction. Findings reveal that while e-governance has significantly improved record management, reduced duplication, and enhanced accessibility to services, major constraints such as network instability, inadequate infrastructure, digital illiteracy, and bureaucratic bottlenecks still limit its full potential. The study concludes that e-governance positively impacts service delivery in NIMC but requires strategic investment in infrastructure, staff training, and system optimization. It recommends a robust digital transformation framework to ensure sustainable and citizen-centered service delivery.
