Abstract

The Nigerian public sector construction industry is often challenged by manual documentation processes, which are prone to data loss, tampering, and unauthorized access. This study focuses on the Design and Implementation of a Secure Document Management System (DMS) specifically for contractor bidding and approval. The system integrates advanced encryption standards and role-based access control (RBAC) to ensure document integrity. Developed using a Web-based framework, the system was tested for usability and security. Results indicate that the digital approach significantly reduces the time required for bid evaluations and eliminates the risk of physical document manipulation. This research provides a scalable solution for enhancing transparency in Nigerian public procurement.
