Abstract

ABSTRACT This study examines the persistent challenges affecting the civil service promotion process in Nkanu West Local Government Area, where manual operations, bureaucratic bottlenecks, and lack of transparency have weakened merit-based advancement. Despite established public service rules designed to ensure fairness and objectivity, the current system remains prone to data inconsistencies, favoritism, and political interference. To address these inefficiencies, a web-based civil service promotion scheme was developed using the Object-Oriented Analysis and Design Methodology (OOADM) and the Iterative and Incremental Development Model. The system integrates essential features such as staff registration, eligibility validation based on service records and performance indicators, automated workflows, real-time notifications, and audit logging. These functions are accessible through a role-based interface built with PHP, HTML, CSS, and JavaScript, supported by a MySQL relational database. The platform streamlines the entire promotion lifecycle, providing civil servants with a transparent and accountable pathway to career progression, while enabling administrators to manage evaluations and approvals efficiently. Preliminary testing revealed notable improvements in processing speed, data accuracy, and user satisfaction, demonstrating the system’s capacity to align policy intent with practical outcomes. By digitalizing and standardizing promotion procedures, the study contributes to the broader objectives of e-governance, institutional transparency, and human resource optimization. Overall, the findings affirm the transformative potential of information and communication technology (ICT) in enhancing equity, efficiency, and trust within local government administration.
