Abstract

This study examines the factors militating against effective residential housing delivery in Enugu State, Nigeria. The research was motivated by the persistent housing deficit and the growing demand for affordable housing within the state. A descriptive research design was adopted, utilizing both primary and secondary data sources. Primary data were collected through questionnaires and interviews with key stakeholders, including residents, developers, and housing officials, while secondary data were obtained from relevant literature and government reports. The findings reveal that inadequate access to finance, high cost of building materials, cumbersome land acquisition processes, and ineffective government policies are the major constraints to housing delivery in the study area. In addition, poor infrastructure and rapid population growth further exacerbate the housing shortage. The study also highlights that these factors are interrelated and collectively hinder the efficiency and sustainability of residential housing development. The study concludes that improving housing delivery in Enugu State requires a multi-dimensional approach, including increased access to affordable housing finance, policy reforms, simplification of land administration procedures, and investment in infrastructure. It is recommended that government and private sector stakeholders collaborate to implement sustainable housing strategies that will enhance accessibility, affordability, and quality of residential housing.
