HUMAN RESOURCE DEVELOPMENT AND EFFICIENCY IN THE PUBLIC SERVICE. A STUDY OF BAUCHI LOCAL GOVERNMENT SECRETARIAT, 2017-2022.
Abstract
This study examines the relationship between human resource development and operational efficiency within the public service, using the Bauchi Local Government Secretariat as a case study for the period 2017–2022. Human resource development is identified as a critical tool for preventing low productivity and organizational stagnation, particularly in an era of increasing technological and industrial sophistication. Using a descriptive research methodology, the study evaluates how training, skill acquisition, and employee development programs impact the overall efficiency of the secretariat. The findings suggest that while human capital is the most central factor in achieving organizational objectives, its effectiveness is often hindered by the natural diminishing of skills over time if not supported by continuous development. The study concludes with recommendations for more robust personnel management strategies to ensure sustained productivity and service delivery in the Bauchi local government system.
