THE ROLE OF E-GOVERNANCE IN ENHANCING TRANSPERANCY AND ACCOUNTABILITY IN PUBLIC SERVICE IN NIGERIA: A STUDY OF GIWA LOCAL GOVERNMENT AREA IN KADUNA STATE
Abstract
This study investigates the role of e-governance in enhancing transparency and accountability in public service delivery, with a specific focus on Giwa Local Government Area in Kaduna State, Nigeria. In the face of persistent issues of corruption, inefficiency, and lack of trust in public institutions, e-governance has emerged as a promising tool for reform. The research explores how digital platforms and information and communication technologies (ICT) are being utilized to improve access to information, reduce bureaucratic bottlenecks, and promote citizen engagement in governance processes. Through a combination of qualitative and quantitative methods, including surveys, interviews, and document analysis, the study assesses the extent to which e-governance initiatives have been implemented in Giwa LGA and their impact on transparency and accountability. The findings reveal that while there is growing awareness and some adoption of digital tools, challenges such as inadequate infrastructure, low digital literacy, and limited political will continue to hinder full realization of e-governance benefits. The study concludes by offering policy recommendations aimed at strengthening institutional frameworks, improving ICT infrastructure, and fostering a culture of openness and responsiveness in local governance. This research contributes to the broader discourse on governance reforms in Nigeria and underscores the potential of technology-driven solutions in promoting good governance at the grassroots level.
