A STUDY ON THE IMPACT OF TRADITIONAL RULERSHIP AND DEMOCRATIC GOVERNANCE IN NIGERIA (A CASE STUDY OF SHEHU OF BORNO PALACE)
Abstract
The aim of the study was to asertain A Study on the Impact of Traditional Rulership and
Democratic Governance in Nigeria (A Case Study of Shehu of Borno Palace). Four (4) research
questions and Four (4) objectives were drawn to guide the study which includes; to explore the
historical role of the Shehu of Borno and other traditional rulers in governance within Nigeria, to
assess the interaction between the Shehu’s Palace and elected officials in Maiduguri Metropolitan
Council, to analyze how traditional rulership affects decision-making, conflict resolution, and
policy implementation in the Maiduguri Metropolitan Council, and to identify areas of synergy
and conflict between traditional and democratic governance systems. The study adopted
descriptive research design. A structured questionnaire was used to collect data from the
respondents. Stratified random sampling was used to select the respondents. The sample
population of one-hundred and twenty (120) respondents was selected to took part in the study.
Based on the findings of the study, it revealed that the results indicate a substantial level of
communication and collaboration between the two institutions. For instance, 75% of respondents
confirmed that elected officials often consult the Shehu before making major decisions,
particularly those affecting the local population. This consultative role enhances the effectiveness
of public policy and governance, as community acceptance is more likely when traditional leaders
are involved. Additionally, 79.2% of respondents agreed that the Shehu’s Palace offers advisory
support to local and state governments. Many citizens believe traditional rulership laid the
foundation for current administrative structures in Borno State. Both systems can complement
each other in governance, particularly when there is mutual recognition and respect. Respondents
also noted that traditional rulers help promote inclusivity by representing community interests in
democratic processes. However, the study also revealed some points of tension. About 70% of the
participants agreed that conflicts sometimes arise due to unclear constitutional roles for
traditional institutions. This lack of formal recognition creates ambiguity and competition between
traditional and elected leaders, particularly in matters of land allocation, dispute resolution, and
cultural leadership. It was therefore, recommended the followings; there is a need for formal
recognition of the roles of traditional rulers in the Nigerian constitution. Clearly defined
responsibilities and boundaries would help prevent overlaps and conflicts with democratic
institutions, state and local governments should develop formal mechanisms for engaging
traditional rulers in governance. This could include advisory councils, policy briefings, and
participatory decision-making structures, traditional rulers and their councils should be provided
with regular training on modern governance practices, conflict resolution, legal frameworks, and
civic rights. This would enhance their capacity to function effectively within a democratic context,
and traditional leaders should be involved in the planning and implementation of local
development projects. Their deep knowledge of local customs and needs can improve the relevance
and success of public programs.
