PUBLIC POLICY AND DEVELOPMENT IN BENUE STATE 2015-2023
Abstract
Abstract
From 2015 to 2023, public policy in Benue State played a crucial role in shaping the state's socioeconomic development. This study examines the framework, implementation, and impact of these
policies, highlighting key successes and challenges. The research employs both primary and
secondary data sources to provide a comprehensive analysis. Primary data is collected through
interviews with policymakers, government officials, and citizens, while secondary data includes
government reports, policy documents, and academic literature. The study is guided by the
Institutional Theory, which emphasizes the role of institutions in policy formulation and
implementation, highlighting how governance structures influence development outcomes.
Findings indicate that while various policies were designed to improve infrastructure, agriculture,
healthcare, and education, their implementation was often hindered by corruption, inadequate
funding, and bureaucratic inefficiencies. Weak institutional frameworks and political interference
further limited the effectiveness and sustainability of these policies. Many citizens expressed
dissatisfaction with the extent to which policies addressed their development needs, particularly in
rural areas where poverty and lack of basic amenities persisted. Despite these challenges, some
policies, especially those in agriculture and education, had moderate success in improving
livelihoods and access to resources. The study concludes that while public policies in Benue State
have contributed to some development progress, significant gaps remain in their effectiveness. To
improve policy outcomes, the government must strengthen institutional capacity, enhance
transparency, and promote greater stakeholder participation. Additionally, efficient resource
allocation and improved monitoring and evaluation mechanisms are necessary to ensure
accountability and policy success. Addressing these challenges will be key to fostering sustainable
development and improving the well-being of citizens in Benue State.
