Abstract

The provision of affordable housing is a pressing challenge in Nigeria, particularly in rapidly growing urban centers like Abuja. This study assesses the role of Primary Mortgage Institutions (PMIs) in facilitating affordable housing delivery in Abuja, with a focus on their contributions, challenges, and strategies for improvement. Using a descriptive research design, data were collected through questionnaires administered to PMI staff, housing developers, and beneficiaries of mortgage schemes. The responses obtained were coded, tabulated, and analyzed using descriptive statistical tools such as frequencies and percentages, which enabled the interpretation of trends and patterns in the data. The findings reveal that PMIs play a significant role in promoting homeownership through the provision of long-term mortgage loans, participation in the National Housing Fund (NHF) scheme, and partnerships with housing developers. However, their effectiveness is limited by factors such as high interest rates, inadequate long-term funding, bureaucratic bottlenecks, and low public awareness of mortgage financing options. The study recommends that government policies should prioritize increased funding for PMIs, reduction of interest rates on mortgage loans, public enlightenment campaigns, and strengthening of partnerships between PMIs, government agencies, and private developers. These measures will enhance the capacity of PMIs to effectively contribute to affordable housing delivery in Abuja and beyond
