Abstract

The core purpose of correctional centers is not only to punish offenders but also to reform, rehabilitate, and reintegrate them into society as law-abiding citizens. However, in Nigeria, this purpose is far from being fully realized due to several persistent social issues that undermine rehabilitation efforts. This study examines the social issues affecting rehabilitation in Kaduna Correctional Center, assess the effectiveness of existing programs, and propose policy recommendations for improving the reintegration of inmates into society. The study focuses on understanding the challenges and proposing actionable solutions. Without addressing these social issues, the rehabilitation efforts of the Nigerian Correctional Service will remain superficial and ineffective, contributing to a cycle of crime, imprisonment, and recidivism. Social learning theory was used as the underpinning theory. Also, descriptive research design was adopted. The population consisted of 500 married women residing in Bauchi urban centre. Sixteen communities were randomly selected. Using Krejcie and Morgan’s sample size’s table 217 respondents were used as the sample of the study. Questionnaire was used as method for data collection. A purposive sampling technique was employed to reach the target participants while chi-square was used to analyze the data. The study revealed that rehabilitation in Kaduna Correctional Center is currently hindered by both structural deficiencies and socio-cultural limitations. While there is evidence of potential and isolated success - particularly in relation to family and community support - the overall state of rehabilitation programs remains ineffective in achieving long-term reformation of inmates. It was recommended that specific, and consistent funds should be allocated for rehabilitation programs, including vocational tools, staff training, and counseling services. Budget transparency should also be enforced to ensure proper utilization. Keywords: Rehabilitation, Correctional, Center, Correctional
