Abstract

THE EFFECT OF CORRUPTION ON PUBLIC SECTOR EFFICIENCY (A STUDY OF ECONOMIC FINANCIAL CRIME COMMISSION, IBADAN ZONAL COMMAND, OYO STATE BY GODWIN DOMINIC MONDAY AC/23/HND/PAD/236 BEING A PROJECT SUBMITTED TO THE DEPARTMENT OF PUBLIC ADMINISTRATION, ADECOM COLLEGE OF BUSINESS AND MANAGEMENT,   ABSTRAСТ This study examines the pervasive issue of corruption within Nigeria's public sector and its detrimental effects on organizational efficiency and service delivery. Corruption undermines public sector performance by diverting resources, weakening accountability, and eroding public trust. The review synthesizes existing literature, highlighting how various forms of corruption-including bribery, embezzlement, and nepotism-compromise economic stability, hinder democratic processes, and disrupt effective governance. It discusses theoretical frameworks such as Prebendalism Theory, Principal-Agent Theory, and Public Choice Theory to explain the mechanisms through which corruption affects public administration. Empirical evidence underscores the negative impact of corruption on economic growth and public service efficiencу, with studies recommending robust anti-corruption policies and institutional reforms. Recommendations for combating corruption include enhancing law enforcement and judicial processes, increasing transparency and internal controls in public sector institutions, and fostering public awareness and international collaboration. This abstract provides a comprehensive overview of the challenges and potential solutions to improve public sector efficiency in Nigeria amidst ongoing corruption.   CHAPTER ONE INTRODUCTION ВАСKGROUND TO THE STUDY Corruption is widely regarded as one of the most significant challenges to achieving efficient public sector performance across the globe, particularly in developing nations like Nigeria. It is an unethical practice that involves the misuse of public office for personal gain, thereby undermining the quality and delivery of essential services to the populace. Public sector efficiency, on the other hand, refers to the effective management of public resources to achieve maximum productivity with minimal waste, delays, or inefficiencies. The intersection of these two concepts reveals the profound effect corruption has on the performance and productivity of public institutions, affecting various aspects of governance, service delivery, and socio-economic development. In Nigeria, corruption is a deeply entrenched issue that has permeated almost every level of government and public institutions. Since gaining independence, Nigeria has grappled with systemic corruption that has hindered its socio-economic progress. The country's public sector has been notably affected, with many public officials engaging in corrupt practices, which directly undermine efforts to improve governance and institutional performance. According to Transparency International's Corruption Perception Index, Nigeria consistently ranks as one of the most corrupt countries in the world. This widespread corruption has had a detrimental impact on public sector efficiency, leading to a breakdown in infrastructure, the collapse of public institutions, and a lack of trust between the government and the citizens. The public sector is crucial in ensuring that a nation's resources are well-managed and properly allocated to foster development. It includes sectors such as healthcare, education, transportation, and law enforcement, all of which are vital for the well-being of the citizenry. However, when corruption infiltrates these areas, it creates significant. obstacles to achieving sustainable development. Public officials, who are meant to be stewards of the nation's resources, often divert funds meant for development projects into their private accounts. This mismanagement and embezzlement of public funds result in poorly executed or abandoned projects, inflated contract prices, and poor service delivery. Consequently, citizens are denied access to basic services such as clean water, quality healthcare, and sound education, which are essential for improving living standards. Furthermore, corruption in the public sector creates an environment of inefficiency that deters both local and foreign investments. When businesses face demands for bribes or experience delays in government processes due to corruption, they are less likely to engage with public institutions or invest in development projects. This has far-reaching effects on the nation's economy, leading to high unemployment rates, poverty, and slow economic growth. In addition, corruption discourages the recruitment and retention of skilled professionals in the public sector, as individuals are often hired based on connections and bribery rather than merit. This results in a public workforce that lacks the skills and motivation needed to effectively carry out their duties, further contributing to the inefficiency of public services. Moreover, corruption weakens the capacity of anti-corruption institutions that are set up to combat these practices. Agencies such as the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission (ICPC) have struggled to effectively tackle corruption within the public sector due to political interference, insufficient resources, and a lack of independence. In many cases, top government officials who are implicated in corrupt activities are shielded from prosecution, which sends a message that corrupt practices are tolerated at the highest levels of government. This lack of accountability fosters a culture of impunity, where public officials feel emboldened to engage in corrupt behavior without fear of repercussions. (Ajao, Dada and Olaoye, 2013). It is important to note that corruption does not only affect the economic aspect country but also erodes public trust in governmental institutions. Citizens lose faith in their leaders and the processes meant to uphold justice, fairness, and equality. As a result, people may become less willing to pay taxes or abide by laws, further weakening the government's capacity to generate revenue and maintain order. Additionally, the prevalence of corruption hampers efforts at poverty reduction and social equity, as resources meant for the poor are often diverted to serve the interests of a few elite individuals in power. In light of the devastating effects of corruption on public sector efficiency, it has become increasingly important to address this issue through comprehensive reforms. Efforts to improve transparency, strengthen institutional accountability, and ensure the rule of law are vital to curbing corruption and improving public sector efficiency. Developing stronger anti-corruption policies, empowering civil society to demand accountability, and embracing technology in public administration are potential solutions to reduce the prevalence of corrupt practices and promote efficiency in the public sector. This study seeks to explore the intricate relationship between corruption and public sector efficiency in Nigeria, with a focus on the causes, effects, and possible solutions to this issue. By understanding the dynamics of corruption and its impact on public sector performance, the study aims to provide actionable recommendations for policymakers, public administrators, and stakeholders committed to enhancing governance and service delivery in Nigeria's public institutions. 1.2 STATEMENT OF THE PROBLEM Corruption in the public sector has significantly hindered Nigeria's ability to achieve efficient governance, leading to widespread inefficiencies in service delivery, mismanagement of public resources, and a general lack of accountability among publie officials. Despite various anti-corruption initiatives, the persistence of corrupt practices has resulted in the abandonment of critical infra structure projects, inflation of contract costs, and delays in public services, ultimately affecting the well-being of citizens and the overall development of the nation. This study, therefore, seeks to investigate the root causes and effects of corruption on public sector efficiency, as well as to propose viable solutions for addressing this pervasive issue. 1.3 OBJECTIVES OF THE STUDY The objectives of this study are focused on understanding the influence of corruption on the efficiency of the public sector and identifying potential solutions to improve governance.
