Abstract

ABSTRACT This study investigates the impact of Information and Communication Technology (ICT) on the management and organization of government publications at Sa’adu Zungur University, Bauchi State. Against a backdrop where ICT is revolutionizing academic data management, universities still face significant challenges in publication management, including inefficiencies, limited xiii accessibility, and data retrieval difficulties. This research adopts a descriptive survey design, utilizing a questionnaire distributed to a sample of 28 staff members involved in publication management, selected via stratified random sampling. The findings reveal that key ICT tools in use include library management software (e.g., KOHA), digital repositories, and cloud storage. A strong majority of respondents (92.8%) reported that ICT has significantly or moderately improved the storage and retrieval of government publications. However, major impediments to optimal implementation were identified as a lack of technical skills among staff (46.4%) and insufficient ICT infrastructure (46.4%). The study concludes that while ICT has a transformative potential to enhance efficiency, accessibility, and the institutional reputation of the university, these benefits are hindered by critical infrastructural and human resource challenges. Recommendations include investing in robust ICT infrastructure, implementing comprehensive and regular staff training programs, and developing a clear institutional ICT policy to guide digital preservation and cybersecurity. This study contributes to the broader discourse on ICT adoption in academic institutions and provides evidence-based strategies for optimizing publication management systems.
