Abstract

This study explores the challenges and prospects of intergovernmental relations (IGR) in Nigeria within the context of federalism and effective governance. Drawing on a qualitative approach, the research examines how constitutional design, fiscal imbalance, and administrative overlaps affect collaboration among the federal, state, and local governments. The study highlights key issues such as the misuse of the State Joint Local Government Account (SJLGA), judicial interventions like the 2025 Supreme Court ruling, and the need for cooperative federalism. Using Federalism Theory as its main framework, the research finds that power centralization and weak institutional coordination hinder service delivery and democratic development. It concludes by recommending constitutional reforms, clearer fiscal arrangements, and stronger intergovernmental frameworks to promote inclusive and responsive governance in Nigeria. The findings contribute to the existing body of knowledge by offering context-specific insights into Nigeria’s governance dynamics. This work also underscores the importance of political will and institutional capacity in sustaining meaningful reforms. Ultimately, it serves as a reference point for policymakers, scholars, and practitioners interested in strengthening Nigeria’s federal system.
