Abstract

ABSTRACT This study examined the role of Ankpa Local Government Council in providing basic infrastructure and social services to rural communities, identifying the major challenges faced in implementing rural development projects, and assessing the effectiveness of the administration in promoting community participation and sustainable rural development. Using a descriptive survey design, data were collected from local government staff, community members, and stakeholders through structured questionnaires based on a Likert scale. The findings revealed that while the local government has made notable efforts in providing essential facilities such as roads, health centers, and educational infrastructure, service delivery is significantly hindered by political interference, corruption, inadequate funding, poor staff training, and weak monitoring mechanisms. Results further indicated that political influence from the state government often undermines local autonomy, restricting the council's capacity to plan and execute projects effectively. Corruption among officials and mismanagement of resources were also found to be critical obstacles. On the positive side, strategies such as increased financial autonomy, enhanced capacity building for staff, community participation, and partnerships with NGOs and the private sector were identified as potential drivers for improved performance. The study concludes that for Ankpa Local Government to achieve sustainable rural development, there is a need for stronger governance structures, transparent resource management, and active citizen engagement.
