Abstract

ABSTRACT This study assessed the effectiveness of financial management and control techniques in the Nigerian public sector, using the Borno State Ministry of Finance, Maiduguri, as a case study. The research aimed to examine the strategies and actions employed for the effective coordination of public fund management within government ministries. It also evaluated the efficiency and effectiveness of the internal audit system, as well as the accounting techniques adopted by the ministry. Both primary and secondary data were utilized in the study. Primary data were obtained through personal interviews and the administration of questionnaires to staff of the Borno State Ministry of Finance. Secondary data were sourced from journals, newspapers, annual reports, magazines, seminar papers, unpublished works, and internal documents. Interviews were conducted to gain insights into the behavioral characteristics of the population, while questionnaires were used to collect recorded responses from participants. A total of 85 respondents were selected as the sample size for this study using simple random sampling techniques. The primary instrument for data collection was the questionnaire, which was supplemented by personal interviews. The data collected from both the questionnaires and interviews were analyzed and interpreted using contingency tables, also referred to as simple percentage tables. For secondary data, material documentation analysis was employed. This included the use of categorized information and percentage tables to present and interpret the findings effectively.
