Abstract
First of all, I want to appreciate God Almighty for His love and grace upon my life.
I am indebted to my project supervisor, Mal. Bashiru Alhaji Njidda, who is also the Head of Department, for spending his precious time to read the research work and make necessary corrections.
I appreciate the entire lecturers of the Department of Public Administration: Dr. Auwal Baba, Dr. S. Y. Kama, Mrs. Patience Medugu, Mrs. Chabla Cletus, Mal. Mukaila Bello, Mal. A. U. Mohammed for making our education achievable to a standard, for the knowledge imparted, advice given, and all forms of assistance rendered during the course of writing this project work.
