IMPACT OF INTER-GOVERNMENTAL RELATIONS ON MANAGING THE PROBLEM OF STATE LOCAL GOVERNMENT RELATIONS IN ADAMAWA STATE CASE STUDY OF MUBI SOUTH LGA (2020-2024)
Abstract
This study was carried out to assess inter-governmental relations and the management of problem of state – local government relations in Adamawa State; Case Study of Mubi South LGA (2020-2024). There is less consideration on what the practice of state-local government relations means for socioeconomic and political development in Nigeria. The objective of the study is to find out if administrative structure of Local Government Councils is subject to the control and manipulations of the State Government, among others. The research sampled 80 respondents using random sampling technique for the study. The instrument used for collecting data from the respondents was the questionnaire. The data obtained from the field survey were analyzed using Statistical Package for Social Sciences (SPSS). The study found out that local government councils in Adamawa state are subject to control and manipulations by the state; this is because excessive politicking over tenure affects the relationship among the three tiers of government. The study concluded that relationship between the State and Local government councils can best be described as that of hierarchical subordination and ‘inclusive authority model’. The study therefore, recommended that Sections of the 1999 Constitution relating to State-local government relations e.g. Section 7(1) which completely subjugated local government councils to states should be amended in an aid to discourage the control and manipulations by the state government of its financial powers.
