Abstract

ABSTRACT This research examines the role of effective government regulations in the delivery of Corporate Social Responsibilities (CSR) by extractive industries, using Dangote Cement Plc, Obajana as a case study. The study aimed to evaluate how government regulations influence the implementation of CSR initiatives by Dangote Cement Plc, to assess the level of compliance with government-mandated CSR frameworks, and to determine how such compliance benefits host communities. A descriptive research design was adopted, and the Yaro-Yamane formula was used to derive a sample size of 335 respondents. Findings revealed that government regulations play a crucial role in shaping the quality and impact of CSR in the extractive sector. However, in the case of Dangote Cement Plc, regulatory enforcement mechanisms were found to be insufficient in ensuring consistent and impactful CSR delivery. Based on these findings, the study recommends that government agencies should be adequately empowered with the resources and authority needed to enforce CSR compliance effectively. Regular audits and sanctions for non-compliance should be implemented. Companies such as Dangote Cement Plc should also be mandated to publish detailed annual CSR reports. Furthermore, CSR planning should involve host communities directly, and projects should be based on comprehensive needs assessments supported by community feedback.
